The Department of Environment (DOE) requires industrial units and projects in Bangladesh to hold an Environmental Clearance Certificate (ECC) before they operate, and to renew it on time. The process depends heavily on how your project is classified.
Your project category comes first
Under the Environment Conservation Rules, projects are grouped by their pollution potential. A small, low-impact unit follows a simpler route; projects with a higher impact need more studies, such as an Initial Environmental Examination (IEE) or a full Environmental Impact Assessment (EIA), before clearance is granted.
Documents you will usually need
- Trade licence and proof of land ownership or lease
- Location map and factory layout
- Process flow diagram and list of raw materials
- Design and drawings of the ETP or STP, where wastewater is produced
- No-objection letters from the local authority where required
- Environmental studies appropriate to your category
Common reasons for delay
Applications are most often held back by incomplete drawings, a treatment plant design that does not match the production capacity, or missing water test reports. Starting the ETP design early saves months.
Renewal is not optional
An ECC has to be renewed on schedule. Late renewal can lead to fines and, in the worst case, closure orders. Keep a calendar of expiry dates and prepare your renewal reports well before the deadline.
How we help
Water Exchange prepares the documents, designs the treatment plant, arranges water testing and follows your application through the DOE — and we handle each yearly renewal so you never miss a deadline.
